The U.S. Department of Energy’s (DOE) Oak Ridge National Laboratory (ORNL) and the National Institute of Standards and Technology (NIST) have partnered to develop and implement a set of guidelines for commercial laboratories that will save time and money. The NIST agreed that it would be difficult for laboratories to achieve the technical and operational readiness requirements without applying the best available technology and expertise not readily available to them, or that they were not willing to make the investment. At NIST, the laboratory scientists recognized that improvements were possible and that there were currently no NIST-recognized laboratory accreditation programs for commercial laboratories. In response, NIST worked collaboratively with DOE to develop a program that would consider accreditation of commercial labs.

In 1999, ORNL started conducting its lab fitness examination to assess the accuracy and reliability of the data output from laboratory instruments used in DOE laboratories. The work appeared to be a successful operation that helped DOE laboratories identify areas where lab equipment requires optimization, or where specific analyses or products are being generated that do not meet acceptance criteria. The reports were generated, and equipment owners and managers used them to identify issues for corrective actions, which helped them to improve equipment performance.

The accreditation program was developed and implemented in 2001. DOE laboratories were asked to use peer-reviewed, objective, and peer-recognized methods for evaluating what impact their instruments have on the laboratory’s quality of product and data provided.

Under DOE laboratory Quality Management Program laboratory managers and scientists were asked to designate a senior or appropriate representative to serve as «accreditation representative» for their laboratory in the initial attestation. Other laboratories were invited to sign on to a general commercial laboratory suite agreement that would explain the laboratory accreditation process and the laboratory’s responsibility as a participant in the accreditation process.
